What residents can do

Five practical ways to examine the issue

Start with the official record and protect private or case-related information when you contribute.

Ask the City for the missing record

Request signed resolutions, final policies, amendments, inventory, payment and renewal records, audits, and committee materials.

Participate in Council proceedings

Attend City Council meetings or submit comments directly to the City.

Request records independently

Submit a Texas Public Information Act request for records you want to examine yourself.

Send a correction or document

Email relevant public records, missing context, or a specific correction to oakpoint@markboler.com.

Do not send sensitive material.

Please do not email license plates, private addresses, victim or suspect information, confidential case material, system credentials, or links that provide access to law-enforcement systems. This project needs evidence about policy, authorization, cost, equipment, and oversight.

Public-information costs

Ask for the already-produced electronic records

Residents can ask the City for the releasable electronic files it has already assembled for this matter, delivered by email or another electronic method. A new request is not automatically free. The City may charge allowable costs for work it actually must perform to locate, compile, reproduce, or redact responsive information.

If the releasable files are already assembled and can be sent again without a new search or processing, there should be little new work to charge for. That is a practical expectation, not a legal guarantee. If the City believes substantial additional work is necessary, ask it to identify that work. When estimated charges exceed $40, the Attorney General's rules require a free itemized estimate before copies are made, including whether a less costly or no-cost method is available.

A requester may also ask the City to waive or reduce the charge because release primarily benefits the general public. The City determines whether that standard is met.

Suggested request language

Please provide by email or secure electronic delivery the releasable electronic files already produced in response to Mark Boler's Oak Point Flock/ALPR public-information request. If possible, please use the files already assembled rather than repeat the search and compilation. If estimated charges exceed $40, please provide the required itemized estimate before making copies and identify any less costly or no-cost method. Please also consider a waiver or reduction because release of these records primarily benefits the general public.

Public-information cost guidance added

The resident action page now includes sourced guidance and suggested language for requesting the releasable electronic files the City has already assembled.

Initial pre-publication evidence review

The source manifest and preliminary evidence index were checked against the records. The public draft was expanded with a timeline, equipment inventory, cost and renewal explanation, Council tracker, oversight questions, resident actions, and publication-safety rules. Original City-production files remain private.

July 22 Council actions verified

The official City recording and agenda packet replaced unverified recollection with the recorded actions on items 6D, 6E, and 6F, including votes, the ALPR-only scope clarification, and the distinction between the policy period and the additional-camera approval.

Contract timing clarified

The order was reviewed at higher resolution. The June 11, 2025 Oak Point customer signature was confirmed. The public draft now distinguishes the 60-day post-implementation opt-out, the 180-day ALPR policy period, and the 12-month term and renewal cycle.

A correction request should identify the statement at issue and, when possible, provide a source that can be checked.

Confirmed factual errors will be corrected promptly. Each material correction will identify the affected statement, what changed, why it changed, the supporting source, and the date. Silent edits will be limited to spelling, formatting, broken links, or other changes that do not alter meaning.

Differences of opinion will not be labeled factual errors, but relevant primary evidence will be reviewed and added when appropriate.
