Audits and oversight

During the July 22 discussion, City staff described monthly, quarterly, and annual reports. The policy motion also directed staff to return with a proposed review committee.
A useful public audit can protect operations and still provide accountability
- The period covered and the audit date
- The number of searches reviewed and the number that did or did not comply with policy
- Whether required reasons, offense types, and case references were present
- Changes in outside-agency access or data-sharing settings
- Retention and deletion checks
- Corrective action without exposing plates, case details, victims, suspects, or officers' private information
The records currently reviewed for this site do not include a completed monthly, quarterly, or annual report, an audit methodology, a publication schedule, or a final review-committee structure.

- Which contracted cameras were installed, activated, moved, returned, or never deployed?
- What signed vendor amendment, order, or other terms implement the July 22 approval of two additional ALPRs?
- When does the 180-day policy period begin and end, and what action will Council take before it expires?
- When was the first Flock hardware implemented, when did the 60-day opt-out end, and was an opt-out or amendment executed?
- What are the verified initial-term end date and non-renewal deadline?
- Did Flock agree in writing to any 180-day limitation?
- Must the additional cameras be disabled or removed when the ALPR policy expires?
- Was a renewal or non-renewal notice issued under the June 2025 order?
- What is the final signed text of the ALPR policy approved for 180 days?
- Does that policy require a case number for every search?
- Which agencies can search Oak Point data, and which outside networks can Oak Point search?
- What do the actual access, sharing, and search audit logs show?
- Who performs audits, how often, and are results reported publicly?
- Was the $50,000 invoice paid, when, and from which City fund?
- What drone information and contract was Flock preparing for the Police Chief, and what became of that proposal?
- Did the City acquire, test, contract for, or operate a drone? If so, what procurement record, operating policy, FAA or public-aircraft authority, pilot qualification, and flight log applies?
What the City can publish
A direct path to a complete public record
The City can resolve the central questions by publishing:
- Final signed resolutions 2026-06-70R, 2026-06-71R, and 2026-07-79R
- The governing ALPR policy and exact 180-day start and end dates
- Any executed amendment, order form, purchase order, or other July 22 implementation record
- A current inventory for ALPR, Condor/PTZ, and other products
- Any renewal or non-renewal notice
- The audit schedule, public results, and review-committee structure
- The referenced drone information and contract, plus records showing what became of the proposal
